In Joyce DeWitt's biography on the IMDB, the trivia section states that:
"When shooting 'Three's Company', she always wore either pantyhose or tights, and refused to work bare-legged. Though this caused conflict between her and the show's producers, it endeared her to hosiery manufacturers, and she became the spokeswoman for L'eggs pantyhose in the late 70s."
I guess this explains why Janet often wore stockings whenever she wearing a leotard. But there were at least two episodes in which she did appear bare-legged:
In "Home Movies", Janet appears bare-legged in a pink bikini. And in "Some of that Jazz", Janet is wearing knee-high socks but is otherwise bare-legged in her purple leotard. Also, several episodes show Janet bare-legged while wearing her short blue or pink nightshirt.
