regarding isp

part of the isp is a number that comes from your own computer and part is from your internet provider. So even though part of it may appear the same because of the same provider, the internal part of the isp that is given by a machine is never going to match anyone else's.

I did not see the offending posts, but the tricks are old ones played over and over as far as nasty posting goes. I imagine there are hackers who can simulate isp numbers, but I sure can't figure out how. You can post through an anonymizer (which reroutes your post to disguise the source) but I didn't think it was possible to fake it.

Best is to just ignore the posts.
