I think I understand the "dust to dust" part, but whats that "ashes to ashes" thing all about?

Does that have something to do with Ash Wednesday?

I found:

'Dust thou art, and unto dust thou shalt return' (Genesis 3:19), and 'I will bring thee to ashes upon the earth in the sight of all them that behold thee' (Ezekiel 27:18).


The quote is from the Book of Common Prayer, of the Anglican Church.
