I think you are referring to Jean Waller who lived in Oakland and owned Anchorage for a few years.
We (Husband Jim & I ) had the previledge of owning Anchorage before we sold him to Jean. A young friend of ours trained and showed Anchorage in dressage thtough 3rd level & he wasIAHA Top Ten in 1st & 2nd levels. He was such a great horse to ride and to know.
We moved to Oregon after Jean had sold Anchorage to a dressage trainer and her partner up in Washington. He had a great life there and was much loved.
