Neither of their ideas are worth spending the money. Buying an ECU that has VTEC control will help eliminate the problem by allowing you to tailor the point that the VTEC kicks in. Your cheapest and recommended route would be to install a VTEC controller. If you want to go with an ECU that gives the same options and also allows for future upgrades and management, try Haltech and Link Engine Management. They're pricy, but so is a new engine!
