http://put your image address here" is the command you would use to add your background image to a page. If you sign up for an angelfire site at
http://www.angelfire.com they have a web based program that will allow you to easily include all this stuff.
The image itself can be created by any image editing software made by windows, adobe etc. Some hints to remember when editing an image for the web is to keep the resolution below 80 dpi. That will keep the download speeds quick. Once it is the way you want it you'll need to upload the image to your web hosting server. Angelfire makes this very easy.
