Sorry, but OK-BAL was really compensation for DH 89 Lappi. The Germans tried at first to propose a ex-Latvian VEF-aircraft as compensation which was not accepted by the Finns.
Approximaterly at the same time the Germans made a commercial proposal to Finland for a number of ex-CSA Envoys. This separate proposal (which was not directly related to the Lappi-incident, ans to which you apparently refer!) was also not accepted as such - because the requested price was considered too high. However, ultimately a compromise was found as OK-BAL was accepted free-of-charge (explicitely as compensation for DH 89 "Lappi"). The proposal for the other ex-Czech Envoys was however not accepted, and OK-BAL remained the only Envoy used in Finland.
