The committee reviewing the proposed mandatory spay/neuter ordinance chose to send it back to the full city council without a recommendation. The measure will be heard at the November 18th city council meeting. Concerned fanciers and responsible dog owners and breeders need to attend this meeting to ensure that your voices are heard!

Provisions of the Ordinance

All dogs and cats over the age of 4 months must be spayed or neutered unless the owner qualifies for one of the following exemptions:
holds a valid dog fancier, cat fancier permit, breeder permit or professional animal handler permit
the dog is used by a law enforcement agency as a law enforcement dog
the dog is used by a search and rescue agency for search and rescue activities
Please note that many search and rescue dogs are privately owned and would not be exempt under the current proposal
The dog is a service animal such as a guide animal, hearing animal, assistance animal, seizure alert animal or social/therapy animal
The dog is being used by a pound, shelter, humane society or similar organization, whether public or private, the principal purpose of which is securing the adoption of dogs or cats, provided that such organization has a policy and rules requiring the spaying or neutering of all dogs and cats placed for adoption
All puppies or kittens born to dogs and cats that have not been spayed/neutered as required will be forfeited and may be given to the local shelter for adoption
This is a particularly puzzling provision if the goal is to reduce the number of animals in the shelter. Why would the city confiscate puppies and kittens who would likely find good homes without their interference? A fine would be understandable, but confiscation is unreasonable.
Fines for violation
$250 for a first offense
$500 for a second offense
$1000 for a third offense
These fines are outrageously high and will likely force some owners to surrender their pets
The fine is reduced by 80% if the animal is sterilized within 30 days, however as these surgeries themselves cost hundreds of dollars, that does not help individuals who cannot afford the fines
Impounded dogs or cats that are intact, but whose owners do not qualify for one of the above exemptions must be sterilized prior to release
The current wording of this section seems to mandate that animal control perform the sterilization, and would deny owners the ability to take the animal to a veterinarian of their own choosing
Provides that impounded animals be kept for only 72 hours
Three days is a short time frame, especially as it is not specified that these are business days. A family on vacation for a long weekend may return home to find their pet has been impounded and adopted out to someone else
Requires that impounded animals be microchipped and that the owner pay for the microchipping prior to release
This only adds to the fees owners are required to pay for reclaiming their animal
No fee for this service is specified
The ordinance does not require the microchip be enrolled with a national registry. The implantation of the chip does not help recover the animal, only enrollment with a national registry will provide the owners contact information
Pet Stores are required to provide the following information to Department of Detention and Enforcement
The name and residence address of the buyer
The address of the location where the dog or cat will reside, if not the same as the buyers address
The breed and approximate age
A description, including principal colors
Failure to provide this information shall be grounds for non-renewal of, or disciplinary action against, a business license
It is unreasonable to require a business to violate their customers privacy in this manner
Since many shoppers may not reside within the city, it will create burdensome paperwork that in many cases will be useless
May cause shoppers to choose pet stores that are not within the Las Vegas City limits, costing those stores business
Will increase costs for stores when they have to sterilize any animals that may be over 4 months of age
May in fact deter these stores from selling older animals

Advice...

hi all... wondering if anyone can give me some pointers that i havent thought of on a situation....
This is my first time having 2 intact males in the house with in heat bitches....with one of the boys coming into himself at 10 months....
I have them seperated, as they cant even look at each other without going into their red zone and going after each other
They played fine before....with a spat here and there....
Any other suggestions? Will they come out of it and be able to get along after the heats are over?
Any of your suggestions will be so appreciated...

seriously doubt they will ever "kiss & make up". Had two here..a male and a female..that were playing tug of war with a frisbee. I could see that the game was getting way out of control and seperated them before anything happened but after that day they hated each other. Before that day they slept together. Bulldogs don't forget.

Girls in season doesn't seem to bother my males. Guess they are real gentlemen. LOL But I never have my two males in the same room or outside together. They get along fine now and I want it to stay that way.

They may seem like they forget for a minute, but then one thing will set them off. I would worry about the younger dog since you don't want him getting attacked and then becoming aggressive toward other dogs.

I would keep them separate unless you are in the room. And then as Ceasar says...you have to be the pack leader. It will be tough, but if you are able, you may be able to control it. If not have a crate ready.

Overall if you keep them both, be prepared to keep them separate.

I agree with what everyone is saying. It doesn't help your situation now, but in the future, remember that bitches in heat are always a hot point. My dogs can all run together with no issues (14 of them), the whippet has to be away cause he fires them up and if there is any chance of a bitch being in heat, she can't go out with the group. I also am always with them because they can gang up on a weaker one and while it is not a fight, it is intimidating to the weaker dog to have a dog pile on top of him or her.
As long as there is not an issue that gets them rowdy (even toys) they should be able to get along fine, unless you just have a hot head. And one bad apple can ruin a bunch pretty fast, so get him or her out of the mix asap.
And bitches can be just as bad as dogs, often even worse. I trust my males together, not all of my bitches all the time though...

I have this with 2 of my girls, they had puppies at the same time

and one would try and disaplin the others babies or even her own and other momma would get pissed. They are fine through fences and gates but together OH shit watch out.

I have collars on them (hate to but no choice) So when people come over they know if they have a collar they can not be together. Also it makes it much easier to get to them and hold if someone lets one out by mystake.


Hope you can find a way to make this work, its frustrating. This is the reason i dont have a male at home.

On October 2, a United States District Court judge issued his decision in the case of the Louisville Kennel Club, Inc. v. Louisville/Jefferson County Metro Government. A significant victory for the Louisville Kennel Club, the judge's decision features two key rulings that may also prove to be of great importance for dog owners nationwide.

Among many new provisions, the animal control ordinance passed in Louisville required only owners of unaltered dogs to obtain written approval for dog enclosures. The ordinance also required anyone accused of animal cruelty to post bond for the care of their seized animals, or risk forfeiture- even if the owners were later found not guilty.

The judge declared that there is no rational basis for treating owners of unaltered dogs differently than owners of sterilized dogs. As a result, the portion of the law regarding enclosures was ruled to be an unconstitutional violation of equal protection and substantive due process. The bond requirements for animal cruelty accusations were also ruled to be an unconstitutional violation of due process.

"We congratulate the Louisville Kennel Club and their co-plaintiffs on their leadership in opposing the Louisville ordinance," said Dennis Sprung, President and CEO of the American Kennel Club. "We are confident that this decision will encourage communities to consider the interests of responsible dog breeders and owners when making changes to their animal ordinances."

A few states are still in session and considering bills that impact responsible dog owners. Additionally, numerous local municipalities are considering legislation that may affect you as a dog owner or breeder. As you consider contacting your public officials, here are a few simple steps to help ensure your communications are effective.

On the state and local level, thousands of fanciers and breeders have worked tirelessly to protect our rights with great success. The AKC has worked in collaboration with them to defeat local and state-level mandatory spay/neuter proposals, numerous breed-specific bills, ownership limits, and also to defeat or significantly amend over 90 percent of the "breeder bills" introduced so far this year.

As we pause a moment to count our blessings, it's also important to remember that our work continues. As you will see throughout this issue, numerous states and municipalities still need your help. Whether or not your state or community is currently considering canine legislation, please continue to contact your legislators, invite them to dog shows, and let them know the good works you are doing in your community. All of these are simple ways you can educate public officials about who we are and the work we do on behalf of dogs and their owners. This issue also includes some helpful tips on how to communicate with legislators, so you can be sure you are being an effective advocate.

This edition highlights three examples of how we as dog owners, fanciers, and breeders can make a difference in our community. We thank these three Community Achievement Award recipients, our state federations, clubs, and the thousands of people who have worked so hard this year to protect our rights as dog owners. New Orleans Drops Mandatory S/N !!!

Late yesterday evening, the mandatory spay/neuter proposal that was to be considered today by the New Orleans City Council was withdrawn by the ordinances sponsor, Councilwoman Cynthia Hedge-Morrell.

The American Kennel Club (AKC) appreciates the Councilwomans and her staffs effort to reach out to responsible dog breeders and owners who voiced strong opposition to the proposal. We also congratulate the dedicated fanciers and enthusiasts who spent countless hours educating the Council and staff about the unreasonableness and unenforceability of mandatory spay/neuter laws.

The AKC continues to urge the City Council to study in-depth any existing animal population and enforcement funding issues that exist in New Orleans, and to work with all interested stakeholder groups in formulating reasonable and enforceable laws that protect public health and safety without harming those breeders and owners who take their responsibilities seriously.

Mother Lode Bulldog Club of Sacramento, Puppy match.

The weather was great for our annual Halloween puppy match. We team up with Sac. Council of dogs for an a.m. All Breed match. Then our p.m. match with our club, The Mother Lode Bulldog Club of Sacramento. Our judge was Susan Guaraglia from Bedrock Bulldogs. We had about 15 Bulldogs entering the show, with lots that just came to watch. Here are the winners and some candids.
The owners will have to give you the names since I don't remember them all, so to be fair they can post them.

Yes, Fred Haynes is judging the Thursday am show and Liz Karchner the afternoon. The sweepstakes is on Weds at 6pm and Kathy Hairston is the judge. The hotel is very, very nice, with the most rooms at ring side. But they are filling up fast, so make your reservations as soon as you can. We've ordered some great AZ weather too!

Then both the shows are on Thursday March 4, 2010 Fred Haynes and Liz Karshner are the judges. Entry limited to 100 dogs each show. They are being held on the shaded lawn at The Inn at Pima motel.

Then the four all breed shows are just 5 miles up the freeway in Scottsdale. Hope everyone will come. As Show Secretary, let me know if you want a premium list.

John and I saw it yesterday

It was awesome!! It would have been an awesome concert. And, Michael looked good, certainly not like someone drugged or sick, with all the singing, dancing and hard work that was going on rehearsing for this show. And it showed he was in total control on all the artistic decisions.

Really, it was very sad, thinking what "could have been". Some of the back up films (behind the stage) and other things that were to be part of the concert were absolutely awesome.

One can have their own opinions as to Michael and alleged charges he had in the past. But one cannot deny the talent this man had.

Saw it yesterday

Enjoyed the posts from those who saw it and totally agree with their evaluations. In addition to what they have already said,I would like to add there is one of the best little guitarist I have ever heard and we go to alot of concerts. (Not as many as Richard Seeno though).

She is the cutest little young girl that can make that instrument do things that I have never heard before. On a scale of 1-10, she is an 11. It was so sweet to see how Michael pulled the good out of her and coached her to "shine in her moment". The bass guitarist who has been with Michael for many years, is also in a class of his own and he and the girl playing together was worth the price of admission.

I felt like I had gotten to attend his concert but the sense of sadness for one of the most talented entertainers leaving us so young was hard to overcome. An all too often occurance in the industry.

Amateur-Owner-Handler class

I emailed AKC to get a better defination of this class. My defination of the class would be an exhibitor that is an amateur (new to the sport and has NEVER handled a dog for someone else for money or gift, and has never finished a dog, still relatively new to the sport).
Here is AKC's answer.

Hello Sandra,

Per Rules Applying to Dog Shows...
SECTION 7. The Amateur-Owner-Handler class
shall be for dogs that are at least six months of age that
are not champions. Dogs must be handled in the class
by the registered owner of the dog. This class is
restricted to exhibitors who have not, at any point in
time, been a professional dog handler, AKC approved
conformation judge, or employed as an assistant to a
professional handler. Additionally, members of the
immediate family or household of a current professional

and reading the definition of the AOH class...I would think that as well..anything that someone has rec'd payment or gift for one handling another's dog would constitute not being eligible for this class....
....BUT... her response to what a 'professional handler' is, I might have to think the opposite now....

Good old Webster.He always clears everything up for us.

Regarding AKC's definition, I think that "distributing cards" is not limited to mean just "printed." If one is verbally saying they will show your dog for $50, etc that in my opinion is "distributing" as well.

I think this class is a fabulous opportunity for we owner handlers that are not breeders who can't show our good dogs in Bred/By. I have said it once and I will say it again, to be able to use AOH and thus have a rest before your dog has to go into the WD class after being out in Open is great.

Warning! I am now on soap box. "To think the judge will not consider the AOH class is actually not having any faith in the judge being able to judge the breed." A good judge does not care what class they are in.

I have been watching the websites and dogs have been taking the purple from AOH. The class will be what we make of it. I say lets take advantage of the opportunity that it actually is. Enter in it!

I think this definition needs to be more defined. I think if you have received payment for handling a dog in the ring or finished a dog, you are no longer an amateur handler. I don't think you need to be a member of an organization to be excluded from this class. It seems like there are people who take dogs into the ring for others where payment of some type is involved (gift, breakfast, etc) that would exclude them from this class. IMO Very intersting topic.....

IMO the definition

is extremely poor. There certainly wasn't much thought as to the consequences if this class takes off and becomes more widely used and people start pushing the gray areas.

IMO anyone who handles dogs for others and accepts anything of monetary value in exchange is no longer an amateur. That would include motel room, gas, entry fees, $20 bucks here and there, as well as free puppies in exchange, etc. I don't know what advertising has to do with being a professional. I would think that a good professional never has to advertise...but gets his clients via referrals from satisfied clients.

Unfortunately AKC has a definition that has many gray areas. Either way ... if there is a problem, policing it is another issue.



I shoed Non-Pro (Owner-amateur) with my horses. Here is the definition of Non-Pro (used to be called Owner Amateur) for our National Appaloosa Club. Much more defined especially when it comes to remuneration.


G. NON-PRO DEFINED.
The individual MUST meet the definition of a non-pro, as follows:
1. Has not ever engaged in any activities which would make him/her a professional.
A professional is an individual who:
a. Accepts remuneration for riding, driving, showing in halter, training, schooling, conducting clinics or seminars, or instructing in equitation or horse training or judging.
b. Performs the above listed activities for which another person in his/her family or a corporation, which a member of his/her family controls, will receive remuneration.
c. Performs such activities while accepting remuneration for employment in another capacity for an employer or member of said employers family
who owns, boards or trains the involved horses.
d. Rides, drives or shows in halter in horse shows any horse for which he/she or a member of his/her family accepts remuneration for boarding or training.
e. Accepts prize money in Equitation or Showmanship classes.
f. Accepts remuneration in the form of payment of entry fees, or any expenses
for the person or the horse with which the Non-Pro competes, by any person other than the non-pro or the non-pros spouse, child, stepchild, legal ward, father mother, stepparent, sister, brother, grandparent,
grandchild or legal guardian.
g. Holds judging credentials with any equine organization or receives remuneration for judging either in the form of a salary, perks or as reimbursement for expenses.
2. Non-pro status shall not be affected by the following:
a. Writing of books or articles pertaining to horses.
b. Accepting payment for stewarding.
c. Having the occupation of veterinarian or farrier, or owning a tack shop or breeding or boarding stable.

and i do agree.. needs to be better explained.

I would have considered myself an amatuer-owner-handler.... I think i am still very new to this sport..and I personally still consider myself an ameteur...
BUT.... i have championed my dog...and shown in group....and shown friends dogs for them before...but...i have never advertised or represented myself as a pro handler for hire...

so does that make me an AOH??? I dont know anymore....??????

as long as a person has not been paid for showing someone else's dog or has become an AKC judge then they should be eligible to show in the AOH class..

Some of us have cooked for years and are darn near as good as a professional chef but that doesn't make us a professional right??

Gray area that AKC won't put into words

They don't make the definition very clear, certainly not like what Deb gave as an example in showing horses. But, AKC is like this.

Same as for judges, where there is a gray area on "perceived" ethics. If it can be "perceived" then don't do it.

Pay can be defined in many ways other than actual cash. So, if someone is giving gas money, paying for the hotel expenses for you, etc., that could all be legally construed as "pay". Otherwise, a gray area to stay clear of.

If you take this at face value, it is really not that complicated. You can read into it, but this is from the horse's mouth and all of the scenarios of buying lunch, sharing trips, etc, are not applicable. That's the way I see it.
Bottom line, if the above does not apply to you, feel free to enter, but practically speaking, how many people who have handled for other folks will really use this class?

Do I Qualify?

Been in the Bulldogs for many years and have produced some Champions.
However, as a handler I fail miserably! If the dog I show gets a ribbon or the points it is because of the quality of the dog not my handling skills. Currently have a little dancing bully girl (does not keep all fours on the ground) I was thinking seriously of entering this class do I Qualify? Sandra you have seen me in the ring? Also I have never taken a penny to handle anyones dogs but have shared motel rooms!

I think this should say it all. Maybe at first you didn't go to someone and say I'll take your dog in for pay, but once you take it in and they pay you in any form and "you accept payment," you have represented yourself for pay.

I look at so many new or old (and not so experienced) owner handlers. As an experienced exhibitor I watch them, and remember what it was like when I first started. I may have liked a class like this to start with. Where the judge may realize you are just starting and be able to give you some pointers, or over look some handling mistakes.

In Carson City, Victoria (new to conformation showing with her first conformation dog) was the only one in the class. She went home with a 5 point major. Very happy for her and her enthusiasm. That's who should be in the class.

We have a two day all-breed show in our area. On the first day it's Best Puppy in Show..a $1,000.00 prize. ON the second day it's amateur owner handled...Best Amateur Owner Handled in show...$1,000.00.

I am wondering if some that normally would not enter this class will be in it for the prize. There may be questions if an exhibitor win's the points from this class.

My feelings are AKC should have put some thought into this class.

I have a big problem with this..Let's say someone showed a dog for a friend two years ago..not someone that handles for others often, just someone that ended up having to take a dog in the ring..or even just for winners and the owner treats them to dinner or gives them $20. Is this how you are interpreting "representing"?
Two years ago no one had any idea AKC would eventually form this class. What if you and your friend ride to a show together, you each have an entry, you share weekend expenses and split gas. You drive in your car. You show both dogs..is the "splitting expenses" going to be deemed as some form of payment? How do you drawl the line? How are you going to prove that someone was paid for "handling" the dog.

Regardless of what class the dog is in, if the judge is going to put the dog up he/she will do so whether it's in 6-9 mo, Bred By, or AOH. This isn't Jr. showmanship..the handler isn't being judged, the dog is.

I don't think it would be appropriate for the judge to be giving handling tips, because this class is for the dog to be judged.I interpret, "represented themselves as handling dogs for pay" as advertising handling services, a pro handler or someone known to frequently handle for others.
So many breeds are dominated by pro handlers I believe that this is why AKC formed this class. To give exhibitors another class to show in besides bred by, where the class is less likely to be filled with pro handlers.

Amateur...Does not mean lacking handling skills

It simply implys non-professional. The most experienced handler could still be an amatuer. I consider myself an amateur. I have not nor intend to ever show professionally. I have not nor ever intend to accept money or market myself as a handler. Even though I have finished a dog and have shown since I was 8 years old (or was that 10) it doesn't make me a professional. I have and will on occasion take a dog back in the ring for a friend if asked.

Sharing expenses of gas and motel is not payment. If the person I was sharing with paid for my motel and gas on the pretense of me showing their dog for them then that is accepting pay for a service and acting as a professional.

The definition by AKC that is very broad based is that of "What is a professional.

I was advised not to show in this class at all-breed shows because the feeling is this is simply another class that will be looked at like the novice class. But that I should consider entering in it at a specialty show. Which I may do in the future.

You have to keep the "Spirit" of the class in mind when you determine if you are a professional or not. The only people that are going to police this class are your peers (bulldog owners/handlers/breeders).

Nikki brought up the issues of not having this class before and now going forward it is available but you didn't know it was going to be an option. AKC once again screwed the pooch here. They should have made a cooling off period so if you were considered a professional under the loosely based rules in the past then you could reinstate as an amatuer say 2 years after having not been a professional for that time period. Unfortunately they haven't provided that option. So it looks like once a professional, always a professional.

As the calendar gets ready to change to the month of November, it tells us that the 2009 BCA National Show is less than a month away. As of today there are only 26 days until "We're Goin' To Kansas City, Bully City Here We Come!"
