R-975 gross vs. net hp as in M4

Folks, American Arsenal, a book baased on wartime US manuals and standard catalogues, gives two hp ratings for various tank engines. E.g. the R-975-C1 is given 400 hp "gross" and 353 hp "net". Now, how do these differ? Would the former be a bench rating without accessories while the latter is as the actual "as installed" rating? Is the data given for German engines as in Spielberger or Jentz gross or net?
