Yes, this is GAZ-60 half-track truck. First experimental vehicles were produced in October 1938. During year 1939 691 examples of GAZ-60 were produced. The image of 1939 model on all-Soviet exhibition in 1939 is below:

These vehicles were produced until 1943; total amount of trucks produced was about 1000 examples. No one of GAZ-60 trucks survived the War.
Their first battle using was during Winter War 1939-40 (several trucks in total). During WW2 these truck were quite rare; often the AA machine guns were fitted to their cargo bodies.
GAZ-60 trucks had many problems with their track running gear (for example, their tracks had no "teeths" for gearing with driving wheels, and for this reason the tracks slipped very often, and could not to move the vehicle). That is why the modified version GAZ-60P was tested in September 1940. It has some improvements, including tracks with "teeth" for gearing with drive wheels. The War has not allowed to organize the serial production of this version.
