I have that picture. Last night, I remembered that I have two old references that clearly show the turret roof - Verlinden's Merkava book and the Museum Ordnance Merkava book. Both show no circular hatch, just a flat panel. They also show a different configuration of the small hatch set into the larger panel behind the commander's hatch.
From what I can tell, the Academy Merkava II turret is a copy of the Tamiya Merkava I turret, with modifications to the sides to allow the application of the applique armour and the internal mortor. However, the Merkava II turret is apparently different in other detail as well, which they missed.
Nevertheless, since Merkava I's were upgraded with the applique armour and other mods, it can still make a valid vehicle - just not a Merkava II.
