Cromwell is not some enormous company with employees constantly monitoring their computer system for new orders, while others churn out models by the thousand, it's a cottage industry.
If people can't follow the order procedures how can Gordon process their orders properly? Should he use his time to chase these people up, or to make kits for those who could be bothered to go through the correct process? He can't do both.
If, as I suspect, many of these payments have been sent electronically, the process is fully automated is it not? Gordon may not even be aware of some of these payments, especially if his e-mail is clogged up with orders placed by people who didn't read the ordering instructions.
I'm not connected in any way to Cromwell, but I am thankful for their contribution to the Braille Scale scene (especially the 1/72 Comet).
