We had a massive downsizing of RAEME in the 90's where some genius worked out that Civilian industry could do it better. It took Timor, IRAQ , Afghanistan etc to shatter that myth but the damage had been done. When you have the GoC of Materiel Div telling RAEME Warrant Officers that you are an impediment to Army and that you should all resign you know they have no idea. RAEME did 80 % of the work for Timor at 20% of the Cost. They very quickly buried that fact particularly as about a third of the work done was to correct the Civilian stuff.
