Whats a good base color for Asian skin ton in either enamels or acrylics?

Vallejo sand brown is a good one...

if you are using acrylics. It has a slight bronze tone to it minus the reddish/pinkish tint common in caucasian skin tone.

Find color photos and start mixing. This sounds kind of flip, but that's how I got my Indian Army troops painted so that their skin tones looked Indian and not African.
As Ed said, there's a wide range of skin tones for east Asians, so find an image that suits your needs and take notes of what you mixed--I wish I had!
