Dim laser and spindle not turning

I have been attempting to repair a damaged ps2 console (scph-39003 with a GH-19 mobo) i discovered that only fuse PS13 had blown which i replaced and the console came back to life....however, the laser only lights up very dim and the spindle doesnt turn (well, it twitches once about 5mm rotation).
I thought this was the BA5815FM chip at fault, so i replaced that also, but i still have the same problems. I even changed the laser too, same results.

can anyone advise what would be causing this?

First off if your going to stare at the laser stare at it from an angle

when you say it twitch's do you mean it attempts to spin up with a disk or without???

All CD drives pulse spin if there is no CD, a pulse spin it means its advancing the disk a little to see if it can locate the media band to tell it what kind of disk it is..

if it is with a CD and it twitch's then the Laser is one of the following needs to be adjusted, cleaned or even replaced

Hi, thanks for replying, i have tried three brand new lasers and changed
the BA chip, it must be some other component reducing the voltage to the laser or something, this one def has me beaten.

From what I have seen the PS13 Fuse Controls the Circut that operates the Spindle Motor Parts of the laser...
More then likly the Boards gone south (Damaged) ... if something went before the fuse you would of been ok but if something AFTER the fuse caused a backsurge it will pop the fuse.. from the way its traced I dont; see any single flow diodes to prevent that but if the chip did go it may of taken other components out and unless you can trace all circut paths off the chip it will be hard to locate :(
