Well, I still disagree on the large scale commercial breeders. Greed is what is causing the supply and demand, with all the internet resources and retail outlets. Go back 20 or 30 years, it wasn't such a big business as now. Sure we had a few pet stores that sold puppies, here in LV, just a few, Doctors would be in the three major malls. Now, any corner with a shopping center has a hole in the wall, "Puppies for Sale"....Honestly, I'd say in LV now there are hundreds of these "outlets".
But, let's go to the local laws, where I said if you could help write/change them. Sure, HOA you can't deal with, if they have a limit on 3 or 2 dogs. But otherwise, where the county laws (since LV city is mostly in the county), what do you think is fair? That is what we are having an opportunity to work with. Currently, one is allowed 3 dogs, fixed, or up to 6 dogs with a breeders permit. We say that is unreasonable. And even fixed dogs. If they are concerned about the dogs at the shelters, many of these "dog lovers" with only 3 spayed/neutered dogs could easily care for more, and that would help the adoption of dogs that otherwise are put to sleep. And we are saying 6 dogs for a "breeders permit" is unreasonable as many are older dogs no longer showing/breeding, but you keep. So, what would be fair, to compromise with a local government?
Needless to say, if one had kennels and a large scale operation, they could not be in the normal residential areas, but on a larger piece of land. How much, 1 acre, 2 acres, etc??? And then, what would the regulations and licensing for them be?
Keep in mind, not all areas have the same local laws or even have any, to speak of. So, if you had a clean slate, how would you write it?
