and I don't think it's the small hobby breeder causing the issue either. If you keep hounding(pardon the pun) the big producers with frequent inspections, tighten up the rules on ethical treatment and specify what standards they are suppsoe to maintain, it should help the violators fall out. It will become very expensive to operate if they are repeatedly fined or required to house pets in certain spaces. I still go back to those horrible tractor trailers of Hunte Inc. that housed all the puppies for transport. I wonder what the standards are "supposed" to be. Target them where it hurts.
HOA are only effective as the neighbor who will tell on you and complain.
A 50 dog kennel in most cases will operate in an incorporated area or outside the city limits.
