high FSH and low motility, help

I’m 30 and my husband 31. we've been trying to conceive for 1 1/2 year. my FSH for the last two cycles was 19 and 27. my husband's motility was 18% and 33%. do we have any chance to conceive a baby? we don't have IVF covered by insurance (like the rest of our problems weren't enough).
Anybody?
