Who selects the winner?

Can anyone tell me who selects the winner of the Cy Coombes Memorial Award? Just wondering?
Ted Higgins did win this award the very first year and there is no question that he is the Legend builder of this sport we all love to play and watch. I know the man who deserves to win this eats sleeps and drinks lacrosse every single day of his life. I have heard other names thrown into the mix for this award and they all deserve to win as well . But for this year the man I believe should win this award is Mr. Brian"DALT" Downer.
There are a lot of Mr. Lacrosses here in town and theirs no question that Dalt is one of them.
