First, to get a true reading the engine should be up to operating temp, secondly the compression will be a little low until the rings seat. As suggested above, check compression dry then with oil added to the cylinder. If there is a noticeable difference your rings aren't sealing perfectly, although as mentioned, the rings will not seal 100% until they are seated.
Also, best way I found to seat rings and get engine broken in is to heat cycle it. Do a search here. I know there are a few posts from both myself and Tom Johnson about it. Hope this helps, and good luck.
