a twin cam filter that will screw on and look proper will restrict flow on an evo.
make sure flow through the filter is in the proper direction also.
oil passes into a filter through the outside holes and exits the filter through the center mounting stud and then passes on to the tank or cooler if used.
a wore out plactic breather gear, worn pump body in the return side or kinked or pinched lines could also be a problem.
