The big plus in this conversion is the VIN #'s stay the same, the title stays the same, and the your registration and insurance rates stay the same (it's still a H-D)- unless you add a rider that covers the modification - most insurance companies call this "Additional custom equipment coverage".
Paughco, for example, gets $1,400. for their TC B rigid frames, and you have to go through the hassles and hoop-jumping of a SPCN registration or whatever your state call it, and I don't think you'd ever get $1,400. for a titled used Twin Cam Softail frame that Harley has made at least 140,000 of since 2000.
