I want to thank you for what you did and say that takes guts. If you feel comfortable with talking with the man again remind him of the first conversation and that you have seen him returning to his old ways or what ever and you would like the dog. Good idea to tell the wife she and the kid can come see the dog but if they agree to that if they come they cannot take the dog home to play. I don't know if you have this where you live but call animal control and report the man for animal abuse. Here in Forida and I believe where you live there are laws against animal abuse. Here you can remain anonymous on the reports. Talk with them and see what they can do. Here we have taken horses, dogs and other animals that have been abused from people including professional animal people who allowed abuse to happen. It is human nature to forget the bad. People are repentant when they are caught in the act but as time passes so does their repentance. If you think the man won't go ballistic tell him you will report him for animal abuse. There is a lot more I could say but I don't know your state or county laws and codes. Here in florida it is illegal to leave any animal locked in a car even if the windows are cracked or down 25%. If an animal control officer or code enforcement officer including police see an animal locked in a car and feel the animal is in distress they can legally brake the window to free the animal without fear of retribution or having a law suit filed against them. I agree with you the dog needs to be taken out of harms way to avoid broken bones, teeth from being kicked and thrown around.
