Dear Jared,
I feel it is obvious that your friend is not squatting deep enough, whether or not the head judge, judges depth or not. An experienced head judge will know what the other two are calling for and 2 or 3 reds is still a bad lift. If you ever go on to National and International meets you will see some tough judges that want to be "convincingly deep".
As for the spandex, it is clear in all rulebooks in every league what apparel is legal and what you can not wear. It is even broken down to the underwear. READ THE RULE BOOK AND FOLLOW THE RULES.
The judges are not their to screw you. They are doing their job making it fair for all the lifters. Rules are rules, follow them!
Rules should not be relaxed to make the meets more lifter friendly just cause you say so. That is why there are sanctioned organized meets. If you want to squat high with multilayered clothing and no rules go to an unsanctioned meet and have fun.
