It doesn't state that anywhere in the article this is a bulldog, just a show dog.
Something doesn't seem right with this. I think there must be more to the story. In the OSPCA (ontario)the dog would go to the rightful owner but a fee must be paid. I am not aware of any rule of altering a dog first. Hmmmm.
I have written to the BSPCA (British Columbia)just in case but I am skeptical. I am canadian but not from that province so not totally aware of their policies.
This article is a month old so I am sure it would have to be resolved by now.
