I think the matter hinges on what you consider to be military issue. We generally talk about military issue watches as those contracted and placed on the QPL and issued NSN numbers. You seem to be talking about watches purchased by units. I am not sure you understand the distinction.
You keep alluding to a watch made for SEALS and a watch made for the Air Force. In actuality any service can purchase any watch off of the QPL. The P650 type 6 is actually a Navigation watch and not a SEALS watch at all.
