Discussed on phone; I'll summarize here for others.

You are confused about several things; at least your questions suggest that. First NetMeetings have NOTHING to do with Web pages so your reference to "HTTP 404 error" and "Internet Explorer" suggest "DANGEROUS CONFUSION". (The "HTTP 404 error" means I.E. can not find an HTML page at the given IP address; of course it can't because there is no HTML document, it is the address of a NetMeeting - nothing to do with Web pages.) You connect to a NetMeeting by opening NetMeeting and "calling" the IP address; this is automatic with my links on the General Announcements page, so you don't actually make a call.

I have had some problems recently with my computer crashing, which destroys the NetMeeting and you will get a message that I am not "accepting calls". It's not you, and it's not your computer. However, you may have a firewall, antivirus program, popup blocker, that is preventing your connection. You'll have to check your computer to see if you can disable those or allow exceptions for NetMeeting. See my general announcement of 2/23 about Windows Firewall; I'll try to give details later, after I have checked exactly how this is done. (You should try to do this yourself.)
