K1.367b ‘impact budget’ passed

Government’s record 4th Supplementary Budget: K1.367 billion - passed 84-0 yesterday.

*Each district - K4m (District Service Improvement Programmes (DSIP))*

4 part Mini-Budgest
1. K197m recurrent expenditure;
2. K893m public infrastructure
- 2.a K240m for maintenance;
3. K356m allocated by district under DSIP
- 3.a K297m for infrastructure;
4. K297m for repaying Government debt
- 4.a K250m to reduce the Governments superannuation liabilities.

K197m recurrent expenditure breakdown
1. K40m National Agriculture Development Plan million,
2. K21m Civil Aviation Authority restructuring
3. K7m Provincial and local level disaster K7 million
4. K5m maritime boundary project
5. K3m technical rapid response group
6. K1m greenhouse office,
7. K0.61m Community development
8. K0.75m Office of Rural Development,
9 K12m cocoapod and coffee borer counter measures,
10. K20m replenishing the secretary’s advance for contingencies in the remaining part of the year.
11. K15m cost over-runs for the national election
12. K15m increases in SSG associated with increases in expected mineral and petroleum revenue since budget time,
13. K10m back payment of doctors’ salaries and wages,

K893 million in public infrastructure - breakdown
1. K240m for public infrastructure maintenance
a. education - K80m,
b. health - K80m and
c. law and justice sector - K80
2. K356 million for DSIP with K89 million each for each programmes in health, water supply, law and justice and education improvement programmes. Each district will receive K4 million for these DSIP programmes.

K297 million to fund major improvements to infrastructure
Lae roads (K25 million),
Wewak roads (K10 million),
Lae port (K145 million),
Wewak wharf (K37 million),
Central city (K30 million),
Port Moresby wharf redevelopment (K10 million), institutional housing (K10 million),
housing development (K15 million)
urbanisation programme (K15 million).
