only 2% of PNG youths in Tertiary Education

I recently met with the Director General for OHE Dr Tagis and his No. 2 Dr. Kichiwen, we talk much about science and technology as well the recently launched Science and Technology Initiative (STI) to foster a research and entrepreneurial culture in PNG. Of all this discussion we had, the most striking line for me was to find out that only 2% of the nations youth are in higher education. Now after much grandeur in discussion the future vision of science and technology of PNG, I presented a two part question to them, and one is that if science and technology is a culture, which needs cultivating and nourishing, what is the plan of the education department to increase the number of youths in higher education? and the second one is that, if higher education institution are encourage to go entrepreneurial, is there any implication on the cost of high education? Sad to say but there is no contingency as yet.
