At this point I would start documenting and I would ask the teacher to write down what she sees on a weekly basis and provide that to me. You need a few weeks of showing that she is doing odd things and also see if you can match up an escalation in behavior to her visits with her dad. If you don't already have an attorney find one who is experienced with ugly custody issues involving child sexual abuse. Was there any legal action against him for the abuse of your older child? If she isn't in therapy see if you can get her going to see a therapist. Also, if you are on good terms with this teacher I would confide in her a little of the background and tell her flat out if she has concerns you want her to report them to the correct authority and in that same conversation give her a phone number to do that.
