well, that and it is how I was raised. My mother was a firm believer in spring cleaning so we never really got anything. I wasn't really ever taught to clean only to declutter.
But when you are broke that is the time to go through everything and see what you have and what you need. It is also the time to see how much you have that you don't need, too. It also prevents you from doing any needless buying, too, I think.
Now that the DDs can see all their organized jewellry I don't think that they will want to go out and buy more.
DS#4 organized all the food and labeled the shelves with scrapbook labels so that when the food is put away everyone knows exactly where to put it. And when I send someone to the basement to find food it is easy to tell if we have it or not. It is little pockets of organized clean at my house.

I'm hoping to make it spread, though.
