| The outfit you describe is probably only for high court,not the general magistrate court( in most towns for general small crime) There is also a middle level court called County court, where I expect they get dressed up as well, along with the curly wig. The fleece bit is probably to represent fur
You will be pleased to hear I don't have a lot of experience with courts ( well, none actually) and only know what I've learnt from TV
