A 427 (1967) question

Paul,
I live in Blackstone,VA and help maintain a boat which is in Crisfield, Md. The boat is located 220 miles from my residence which adds a degree of difficulty when trying to solve a mechanical problem. I would like to ask you a question about the automatic chokes. I read the forum threads relating to this issue and they were helpful but I have an additional issue. The choke plates on both engines are adjusted in such a way that they do not close when the engine is cold. I think they were adjusted this way because the heat tubes connecting the exhaust manifolds to the coil adjustment covers on the carburetors are clear of obstructions but I can not draw any hot air through the exhaust manifolds. I concluded that since there was no hot air being drawn through the coil covers, that the choke plates had been adjusted to the perpetual open position. If I adjust the choke plates to close when the engine is cold then they will never open up when the engine reaches operating temperature.

Question:
Do the exhaust manifolds have an air circuit that might be obstructed? If I can't open up the exhaust manifold obstructions then I will have to install a stove pipe type after market heat collector on the metal radiator tubes in order to get some heat to the adjustment covers on the carbs.

Also, I want to thank you for your forum. It was very helpful when we timed the engines last year.
