Ministers are working on plans to implant electronic tracking devices under offenders' skin. The hope is that this would help tackle both prison overcrowding and the need to ensure some convicted, such as paedophiles, obey the 'no-go' areas imposed on them. Is this a good idea? Or a dreadful curtailing of offenders' civil rights?....
