The man behind Labour's fortnightly bin collections is embroiled in a row over his links with a tycoon seeking to build a £22million recycling plant.
Paul Bettison - nicknamed the 'Bin Baron' - is chairman of the environment board of the Local Government Association, which represents councils.
He is a driving force behind fewer rubbish collections, calling them 'efficient and hygienic', and penalties against households that fail to meet recycling targets.
But now Mr Bettison faces conflict of interest accusations over his business relationship with developer and close friend Douglas Maggs, 54...........
