Your trying to take something away from the fast cars, you leave and red and they get a time trial. Just a few years ago "Heavy" started at 12.00, then it changed to 11.00, now it's 10.00. Your right, it SHOULD be "1st or worst", but it's never going to happen. Put your efforts into adding a 2nd class, say, no electronics, 10.00 to 11.99 and 12.00 to 13.99. Your idea causes fast cars to howl bloody murder, it'll never change.
