I've experienced the exact problem in almost every custom-made mission comprising player escorts. The "Escorts" submenu in the secondary communications menu is seldom available. When accessible, the "Rejoin flight" often represents the only option available, though the escorts never appear to comply with the issued order.
I've never experienced the same problem in campaign missions. The player escorts are seemingly arranged/assigned accordingly in both campaign missions and custom-made examples.
