I THINK that the message is only heard by the flight that calls it in, but I am not 100% sure. I think that any member of the flight that changes Broadcast/Tactical will affect what everyone hears..again, I am not 100% sure.
Usually this is left to the flight lead to avoid confusion, but I think any HUMAN can do it
