RE: Your original question, my mission had four SA-10C sites, four 55G EW radars, and one CRC. All the SAMS and EWRs were children to the CRC (for the GCI linked version).
I left TEWS in auto, so I was jamming and had my decoy deployed and active after the initial launch.
I agree that once you see this working, it becomes a challenge to build a killer air defense system, and then try to penetrate it. After the first round of tests, I went through all my earlier missions and GCI-linked the hell out of them! Quite a challenge now to fly those same missions without the addition of SOJ flights.
It has also changed the way I fly the campaign - I save HARMs for any EW radar that dares to light up, even going outside the flight plan to take them out if necessary. Feels like a waste to fire a HARM at anything smaller than a SA-11 site!
