Any dead branches that you see now can be removed. Herbert azalea is an evergreen and should have leaves all winter. But many evergreen azaleas the leaves turn brown making the plant look dead over the winter. Then miraculously they bloom like crazy and put on new leaves. Yes, cutting it back will make it fill out nicely.
