Your Lilac will not be dormant until around Thanksgiving. Right after a good hard freeze, not a frost. Then all the leaves drop and you know it's dormant. You can transplant then. Yes, if you can remove shoots with roots you can plant as many as you want in one hole. You can also trim the original plant hard at that time if it needs to be cut back.
