More than likely your dogwoods have powdery mildew. Very common on dogwoods. It shows up in really wet, humid climates. You can apply a fungicide for powdery mildew and it should help. Not deadly to the plant, just stunts it for the season.

I really don't know about the hyrdrangeas unless you a similar fungus on those as well. Spray them both.
