Weeping Pussy Willow Tree no growing in heighth

I purchased a two of these trees last year. One died and the other came back. My problem concerns the height of the tree. Currently, I am growing it in a huge pot and although the branches are up to 6 feet long, the height of the tree is only 2 feet...the same as last year..also no pussy willows yet, only lots of green leaves.
