Derek, normally, when you connect to an FTP site, the site establishes the data connection to your PC. However, some FTP sites allow passive transfers. This means that your PC establishes the data connection.

Toggling PASV sometimes can solve connections problems if:
You are on a network behind some types of router-based firewalls or proxies.

You are on a network behind a gateway requiring passive transfers.

Transfers are erratic.

You keep getting failed socket errors.

I've done a screen grab of how to enable/disable PASV in Cute.
From File choose Site Manager, then choose my ftp from your sites..If it's not in there,just in the quick connect, then add it to Site Manager, so you can configure it.
