I'm hoping you're using Outlook Express on a Windows platform PC, coz if not, we're gonna struggle.
If you just want to download binaries, and not discuss things in newsgroups, then download X-News

If you want to get the hang of newsgroups, then open Outlook Express, and download the newsgroup list.
You must go to tools/acount/news and add a news server.
Dunno about pipex, but NTL's cable news server is news.cable.ntlworld.com( use this server for OE and/or X-News..)
After you have done this, you'll get a list of some 40 thousand or so newsgroups..Pick one, click subscribe and away you go..
I'm not going deeper into this, coz I dunno about your situ there..
Fill in the gaps, and we'll take it from there.
