1953 Lucky Safety Cards - what are these?

This is a recent addition to my collection because I liked the looks of it, but I can't find any info regarding it.

The card measures 4" x 2-1/16" and, from the text on either side, appears to be issued by the Albany Times-Union in 1953, with credit to the Hearst Corporation and King Features Syndicate. The front shows the Katzenjammer kids with Safety Slogan #35 and a six digit number in the lower right corner. The card itself is fairly heavy card stock. The slogan number and the reference to some sort of ongoing lottery makes me believe there is a finite number of cards to a "set".

Any help would be appreciated.

M18 is the ACC# for them apparently. A lot sold in Lew Lipset's Old Judge auction a while back.....
