Embossed comic strip

Is anyone familiar with this type of embossed comic strip ? At first glance I thought it was for printing but it is a positive. The artist is William Tewkesbury and signs his work Tewks. I picked up 7 different, all dated in the low 50's, this one being 1951. He must have been a Long Island, NY resident as there are many local references, like the hurricane of 38 and Fire Island.

Those are some type of printing plate used at newspaper offices. I used to have a bunch of them that were used to print the movie ads in the movie section of the newspaper. I'm not sure exactly how they work.

Thanks Todd. I'll take them to the local paper and see if anyone there can tell me how they were used.
