Rails and Sails - Why "tough" series ?

I see that a new member, Don Hontz,
a super nice guy from New England,
asked about Rails and Sails in the B/S/T area.

I ask a more general question.

I collected this set for years, and never understood why any cards,
much less series, were harder than others. Yes, I did pay the sellers
higher prices for the two harder series cards when I needed them.

I will share that the two "easier" series were sold at $1.00 each in
large lots at New England BB and collectible shows in the 90s.

Maybe avid collectors of that era will step forward and give information.
Any info, real or rumored, would be appreciated.

Bob Nolan had an excellent article in #234 of The Wrapper which goes into details about scarcity. He theorizes that Rails cards #106-130, which appear to be the hardest to find, were issued last in four waves of Rail cards, in the fewest numbers. The article is well worth reading.

Dan and Bill---thanks for the info sorry I posted in wrong section--still getting used to this wonderful site---It does seem when I do get these cards, the scarce numbers are usually not there---And Dan it was always a delight to see you at the New England shows---Don

Rails and Sails

As much as I like Bob Nolan's articles (especially the older ones recapping the years) the Rails and Sails article was a fantasy as Bob later said. He was having some fun and threw out a theory or two on the second series. Plain and simple, to do what Bob suggested would have been extremely cost prohibitive.
My general theory, overprinting of sheet one (#1 - 80 & 131 - 150)and underprinting of the second sheet (81 - 130 & 151 - 200). Another possibility is the issuance of cello packs which may have contained only low numbers.
