The distance from the heel to the toe of the clubhead shall be greater than the distance from the front to the back.
The heel is the part of the striking face closest to the golfer and the toe is the part of the striking face furthest from the golfer. In the case of the Dr Feelgood putter, the face is the smallish rectangle at the front end of the long dimension of the putter head. The width of the face is clearly not longer than the dimension of the putterhead from front to back.
In general, once the USGA has reviewed and approved a putter, the USGA states this in a letter to the submitter. Unless the manufacturer or seller can display this letter, the putter is not approved.
