Recently in 10th Triennial of Pacific Women meeting in New Caledonia, PNG women have the higher HIV levels then men. Would that mean PNG men are at risk getting married in future?

The age group with the most HIV/AIDS carriers among women are between the ages of 15 - 25. The age group that has the most HIV/AIDS carriers among men are between the ages of 35 - 45. This falls in line with the general social trend of married men engaging in sexual intercourse with under aged or unmarried young women. This trend also speaks to the polygamous marriage customs that are still observed in PNG.
In answer to the issue posted I would say that yes, indeed young PNG men between the ages of 15 - 25 (unmarried young men) are at risk of getting the virus if they involve themselves with young women who have questionable values. The risk that young unmarried men face is the same risk that married women face from getting the deadly virus from an unfaithful husband.

Yes quite scary that such are situation has been reached. So that would mean that higher HIV levels in women show that women are more promiscious then men?

Initially it would seem that females in PNG maybe more promiscuous hence the increased level of HIV cases incomparison to men. However there are many unknow, one of the more obvious one could be that more females are coming foward to get tested than men, hence the question of data bias might weigh heavily. From what I know, it is usually the young women that make the bulk of statistics, i might be wrong on that...corrections welcomed.
So question is now how to control HIV spread before our sons and daughters die before our time? How shall we combat spread of HIV now? I know its a old question but lets discuss it more in-depth covering morality, spiritualism, reality and social/economic and financial repercussion.

Most controversial policy to-date will be the legalization of prostitution. In fact, to my strongest professional and spiritual belief, it must be introduced. It will work on the contrary to the widely held beliefs that it will weaken morals. I personally believe it will strengthen morals and family values. It's hard to explain the human psychological evolution but when times a rough, spiritualism is strongest.

Research has found that women are biologically more susceptible to HIV infection from heterosexual sex than men. The female genital tract has a greater exposed surface area than the male genital tract; therefore women may be prone to greater risk of infection with every exposure.
Younger women are even more biologically vulnerable to HIV infection because they have less mature tissue and are often victims of coercive or forced sex.
Socialcultural factors also play a large role in women being infected.
Infection often occurs between older men and young women. There is a greater chance of the women's partner being HIV-positive and the man having many women as partners.
Women who are financially dependent on their male partner find it difficult to negotiate the use of condoms or to refuse unprotected sex even if they suspect the partner is infected, sick or having many women partners.
Please do not say that women are the more promiscious than men and blame them for catching the virus.

Women empowerment must be the strategy in AIDS awareness. I think the reasons that you have highlighted are extremely important. Low self-esteem due to social/traditional/family circumstances are causing our lady folks problems. Man must assist in build the self-esteem of our lady folks and it all starts at home towards our sisters, daughters and wives.
Another area that needs to be looked into is strenghtening the welfare office aswell as child/women abuse prevention divisions within the police force. The empowerment of women is not only the key to combat HIV problem but also the answer to family and national developement.

There was a study done on paid leave. We talk about women empowerment, is empower our professional women. In a study all but five countries of 168 studied guarantee paid leave to women for childbirth. The five: Australia, the U.S., Lesotho, Papua New Guinea and Swaziland.
